Congress governing bodies are:
General Assembly (GA) is the Congress highest governing body. GA holds plenary meetings every 5 years alongside with WJC GA. Each founder enjoys one vote in GA.
The number of GA delegates is determined by a representation norm envisaged for every country proceeding from the amount of Jewish population. Founders from the countries with the Jewish population (in compliance with the Law of State of Israel "On return") below 5 thousand people have one delegate, from 5 to 25 thousand - two delegates, from 25 thousand onwards every 25 thousand add one delegate.
Representatives of other Jewish organizations as well as persons determined by Presidium are entitled to attend GA as observers.
Functions of GA chairman go to Congress President, in his absence - to GC Chairman or Secretary General.
The following issues are in GA exclusive competence:
- adopting Congress founding documents, introducing amendments to them;
- changing Congress organizational legal forms;
- Congress voluntary reorganization and liquidation;
- Congress President election;
- approving Congress GC Chairman, Secretary General and Treasurer introduced by President, determining levels of their competence;
- electing members of Inspection commission and early termination of their commission;
- determining order and periodicity of submitting financial accounts by Presidium as well as order of auditing by Inspection commission and approving their results;
- approving reports by President, Vice-Presidents and Inspection commission;
- determining a form of notifying about another GA;
- adopting decisions on Congress participation in creation or activity of other legal entities;
- approving a remuneration and/or compensation amount to officials;
- other questions of Congress activity.
Decisions on issues from sub-items 1-3 of the given item are taken by a qualified majority of votes. Decisions on other issues within GA exclusive competence are taken by a simple majority of votes.
Issues within GA exclusive competence cannot go to GC and Presidium.
Presidium suggests an agenda the founders should get familiarized with no later than 2 (two) weeks prior to a GA date. Founders' suggestions submitted no later than 10 days prior to a GA date can be included onto a GA final agenda.
Extraordinary GA can be convened on the initiative of a simple majority of GA or GC members.
Decisions of an extraordinary GA are valid until another GA.
Expenses to hold an extraordinary GA convened on the founders' initiative go to them and are covered by Congress after confirming the causes to convene a given GA.
Presidium directs the Congress activity except the issues within GA exclusive competence. Congress Presidium in elected for 5 years.
The questions within Presidium exclusive competence are:
- determining priority trends of Congress activity;
- convening another and extraordinary GA;
- adopting GA agenda;
- establishing amounts of remuneration to Presidium members and executives;
- establishing amounts of remuneration to members of Inspection commission;
- adopting inner documents regulating Congress activity;
- deciding on the use of Congress property;
- taking decisions on creating Congress branches and representations.
Presidium is headed by Congress President or, in his absence, by one of his deputies (Vice-Presidents) appointed by Congress President. He himself determines the number of his deputies.
Presidium is composed of GC Chairman and Secretary General, and Congress President deputies (Vice-Presidents).
Presidium decisions are taken by a simple majority of votes given the quorum (50%+1)
General Council (GC) coordinates Congress activity.
One representative from each of founders, preferably Presidents or Vice-Presidents of organizations representing a country Jewish community, is elected to GC.
If agreed upon by Presidium, founders representing Kazakhstan, Russia, Ukraine and Australia may have more representatives in GC. Presidium may grant a bigger number of representatives to other Congress founders.
GC meetings are held no less than once a year.
WJC representatives have the right to attend GC meetings. GC may decide on granting this right to other Jewish organizations.
Presidium members and chairmen of commissions are entitled to attend GC meetings.
GC is headed by Chairman or by one of his deputies in his absence. The number of deputies is determined by Chairman with President's accord. GC Chairman is accountable to Congress President and is a Congress Presidium member.
GC decisions are taken by a simple majority of GC members given the quorum (50% + 1).
GC creates Commissions, which develop separate directions of Congress activity. Commissions work at programs approved by GC.
Commissions are headed by Chairmen appointed by GC.
Secretariat is responsible for Congress ideological programs.
Secretariat is introduced by Secretary General and appointed by Congress President for 5 years.
Secretary General heads Secretariat during its office term. GA approves Secretary General introduced by Congress President.
Secretariat is subordinated to GA, EC and Congress President.
Secretariat deals with a project implementation and follows a strategy developed by General Assembly and Congress Presidium.
Priority trends of Secretariat activity are:
- youth;
- racism, anti-Semitism;
- restitution;
- compensation to Holocaust survivors;
- relations with Israel;
- relations with Jewish organizations of the given region;
- PR;
- information;
- finances;
- religious relations and culture in cooperation with corresponding international organizations;
- research works in line with Congress activity.
Secretary General is responsible for developing relevant documents in ideology. He is accountable to President and General Council.
Secretary General is a GC and Congress Presidium member.
Directs Congress current activity.
Implements decisions by Congress GA, Presidium and President.
Acts on Congress behalf: represents its interests, concludes transactions, approves staff, issues decisions and gives instructions obligatory for all Congress members.
Deals with all issues of Congress activity beyond GA and Presidium exclusive competence envisaged by this Statute.
Elected by Congress Presidium in the number of __ persons for 5 years. Board of directors includes Congress Treasurer.
Headed by a Director elected by Congress Presidium.
Director:
- without power of attorney acts on Congress behalf in relations with third persons;
- empowers to represent Congress;
- issues appointment and discharge orders, determines payment and remuneration conditions, deals with encouragements and penalties.
Inspection commission of three members is created to control Congress financial activity
Office term is 5 years.
Congress Inspection commission is guided by Regulations approved by GA.
Auditing is conducted no less than once a year.
Extraordinary auditing is envisaged.
All Congress subdivisions are obliged to submit necessary documents to Inspection commission.
Inspection commission is accountable to GA and also informs Presidium on auditing results.
